On 12th March 2013 another meeting of the Cyber Security Council (hereinafter referred to as „CSC“) was held in the premises of the National Security Authority (hereinafter referred to as „NSA“), extraordinarily called to order by the NSA Director Mr. Dušan Navrátil. The meeting was focused on the last week´s DDoS attacks.

The meeting was attended, in addition to the permanent representatives of the public sector, also by the representatives of commercial and academic spheres. The main topic was to analyse DDoS attacks, which hit some entities in the Czech Republic during the last week and to propose further steps to enhance cyber security in the country.

The CSC members agreed that the attacks were not extremely massive and did not come from the Czech Republic, but primarily from foreign networks. The attacker, who is still unknown, had a good knowledge of the Czech environment but did not dispose of any special technique. He used more or less standard "farms of enslaved computers".

The NSA Director decided, in the end of the meeting, to create an advisory body – Cyber Security Commission of the NSA Director. This Commission will be called to order as necessary as a professional operational body of the NSA Director. The Commission's task will be to collect data on cyber security incidents, analyse them and propose operational measures in the area of cyber security.

CSC was attended by the representatives of the NSA (Governmental CERT), CZ.NIC (National CSIRT), military CIRC-MO, Ministry of Interior, Ministry of Defence, Ministry of Finance, Ministry of Industry and Trade, Ministry of Foreign Affairs, Police of the Czech Republic, Intelligence Services, Czech Telecommunication Office, Czech National Bank, Masaryk University Brno, CESNET association and GTS, Seznam.cz, Telefónica O2, ČEZ and ČSOB companies.
