On July 13 2018, the Cooperation group, led by Estonia and Czech Republic, operating under the Framework of the NIS directive, agreed upon the Compendium on Cyber Security of Election Technology. The document was compiled with regard to the upcoming European Parliament elections in 2019 on request of the Secretary General of the European Parliament Klaus Welle.

The resulting material is a collective effort of EU member states, European Parliament and European Commission. It provides an effective practical guidance for cyber security agencies and election management bodies, where each Member State or partner country can cherry-pick the cyber security measures suitable to their electoral process needs. The compendium is a public document, offering in a transparent manner tools and techniques to harden cyber security of an election process.
